What does a GIS consultant actually do?

A GIS consultant helps organisations make better decisions with location data. In practice that means auditing what data you have, designing the platform to hold it, migrating it across, standardising how your team works with it, and handing over something your people can run without you. Most people outside the GIS world have a vague idea that it involves maps. That’s not wrong, but it misses the point. A GIS consultant helps organisations make better decisions with location data. The maps are just the visible output of a much larger process.

If you’re a head of digital, CTO, or operations director at a mid-size firm, you’ve probably heard “GIS” mentioned in passing. Maybe someone on your team has been asking for better mapping tools. Maybe you’ve got spatial data sitting in spreadsheets. You know something needs to change, but you’re not sure what help looks like.

This article explains what a GIS consultant actually does in practice, when you should hire one, and what you should expect from the engagement.

It starts with understanding your data

Before any platform gets built or any map gets drawn, a GIS consultant needs to understand what data you have, where it lives, and what state it’s in.

This is usually the first phase of any engagement: an audit. We look at your existing datasets, the systems they sit in, and the workflows your team uses to access them. We identify gaps, duplication, and bottlenecks.

For a national property consultancy, we scoped a data migration across regional offices working with rural and projects data. Each office had its own filing conventions, its own spreadsheets, and its own way of recording site locations. The audit mapped all of that into a single picture, a central registry of what existed and where, so the client could see the scale of the problem before committing to a solution. That registry became the reference point for every decision that followed, from what to migrate first to what could safely be retired.

This kind of work is unglamorous but essential. Without it, you end up building a platform on top of messy foundations, and the cracks only show up once the platform is live and people are relying on it.

Platform design and build

Once the data picture is clear, many engagements move into platform design. This could mean designing a PostGIS database schema, configuring an Esri enterprise environment, or building a web GIS application from scratch.

The goal is always the same: give your team a single, reliable place to store, query, and visualise spatial data.

For a national building intelligence platform, we processed 44 million building polygons into a queryable PostgreSQL/PostGIS database, integrated with environmental and planning constraint layers gathered from 317 local planning authorities. That data now underpins a customer-facing application that assesses solar potential at the individual property level. The work involved spatial data processing at national scale, database architecture, topology validation, and performance tuning to keep query times fast across tens of millions of records.

Platform builds vary hugely in scope. Some clients need a full enterprise GIS environment with role-based access, automated data feeds, and integration with existing business systems. Others need a focused web map that does one thing well. For an energy client, that meant a site selection app and dashboard built in three weeks, pulling scattered constraint data into one workspace their team could search, filter, and shortlist from immediately. A good consultant will design for your actual needs, not for the most impressive-looking solution.

Data migration

Data migration is one of the most common reasons organisations hire a GIS consultant. It’s also one of the most underestimated.

Moving spatial data from one system to another is rarely a simple export-and-import job. Coordinate systems need aligning. Attribute schemas need mapping. Data quality issues that were invisible in the old system become blockers in the new one.

We handle migrations ranging from small departmental moves to organisation-wide transitions involving millions of records. The key is planning. A well-scoped migration has a clear data dictionary, a defined transformation pipeline, and a testing process that catches problems before they reach production. Workflow standardisation

Many firms we work with have GIS capability, but it’s informal. One person knows how to use QGIS. Another has built some Excel macros that do geocoding. A third has a folder of shapefiles on a shared drive.

This works until it doesn’t. When that key person leaves, or when the business needs to scale, the lack of standardisation becomes a serious problem.

A GIS consultant can document and standardise your spatial workflows. That means defining how data gets collected, validated, stored, and shared. It means setting up templates and processes so the work isn’t dependent on one person’s knowledge.

Training and handover

A consultant who builds something your team can’t maintain has failed. Training and handover should be part of every engagement.

This doesn’t mean a two-hour demo at the end of a project. It means building documentation as you go, involving your team in decisions during the build, and running proper training sessions once the platform is live.

The aim is to leave your organisation more capable than we found it. We want you to be able to run, maintain, and extend what we’ve built without needing to call us every week.

Ongoing support

Some clients prefer a retained relationship. They have a working GIS environment but need occasional expert input: a new dataset to integrate, a performance issue to diagnose, a new feature to scope.

Retained support works well for organisations that don’t need a full-time GIS specialist but do need reliable access to one. It keeps costs proportional to actual need.

How much does this actually cost?

Pricing depends on how well-defined the work is. Exploratory or open-ended work is usually charged as a day rate; well-scoped work, like an audit or a migration plan, is usually a fixed price so both sides know what they’re committing to. Ongoing but part-time needs are typically covered by a retainer instead of either. When should you hire a GIS consultant?

There are a few clear signals:

Your spatial data lives in spreadsheets. If your team is recording locations as addresses in Excel, or copying coordinates between systems by hand, you’ve outgrown your current setup. This is usually the first thing an audit surfaces, and it’s rarely limited to one team.

You have no single source of truth. Different departments hold different versions of the same data. Nobody is sure which one is current, so decisions end up being made on whichever version someone happened to have open.

You’re rolling out a new platform. Whether it’s Esri, QGIS, or a custom web application, getting the architecture right at the start saves significant time and money later. Retrofitting a data model after a platform is already in use is a much bigger job than getting it right before launch.

One person is doing everything. If your entire GIS capability depends on a single team member, you have a resilience problem. A consultant can standardise what that person does so the knowledge isn’t locked in one head. It’s a fair question to ask whether that setup would survive the person leaving; if the honest answer is no, that’s the signal.

You’re dealing with large or complex datasets. National-scale data processing, multi-source integration, or high-performance spatial queries all benefit from specialist experience. The cost of getting this wrong tends to show up later, as slow queries, silent data corruption, or a platform that can’t scale past the pilot.

You’re deciding between hiring and outsourcing. If you’re not sure whether the right move is a permanent hire or a consultant, that’s worth working through on its own. How to choose the right GIS consultant

Not every GIS consultant is a fit for every problem, and the wrong choice is expensive to unwind. A few things worth checking before you commit:

Ask what they’ve actually delivered, not just what they can do. Anyone can list Esri and PostGIS on a website. What matters is whether they’ve handled a project of similar scale and sector to yours, and whether they can point to a specific example rather than a general capability claim.

Check whether they’re tool-agnostic. A consultant tied to one vendor has an incentive to recommend that vendor regardless of fit. Vendor-independent advice is more likely to match the tool to your actual problem rather than to their own specialism.

Ask how they handle handover. A platform or dataset that only the consultant understands isn’t a finished job, it’s a dependency. Ask what documentation you’ll receive, whether training is included, and what happens if you need a small change six months after the engagement ends.

Look at how they scope work. A consultant who can only quote after weeks of discovery, with no rough range up front, is harder to budget against than one who can give you a day rate or package price on the first call.

Ask about data ownership. You should own your data and any documentation produced, in formats you can use without needing the consultant’s specific tooling to open them.

What a GIS consultant does not do

A few common misconceptions are worth clearing up.

We don’t replace your team. A consultant fills gaps in capability or capacity. The goal is to build something your people can own and operate.

We don’t just make pretty maps. Cartography is a small part of what we do. Most of the work is data engineering, system design, and process improvement. If a project ends with a nice-looking map, that map is the tip of a much larger iceberg.

We don’t sell software. We’re vendor-independent. We’ll recommend the tools that fit your situation, whether that’s Esri, open-source, or a combination.
