Eilish, Founder & Director
Eilish Tinsley founded Rose Tinsley Consulting in 2024, bringing with her over a decade of experience in the geospatial sector. She holds a Master’s degree in Geographic Information Science from the University of Leeds, graduating with Merit in 2023. Throughout her career, Eilish has worked across a wide range of sectors including renewable energy, real estate, civil infrastructure, and highways. Her expertise lies in combining technical GIS capability with strategic insight to deliver solutions that unlock the power of place and create long-term value for clients.
Noel Pudney, Technical Assistant
Noel graduated from the University of Reading with a 2:1 in LLB Law. He previously worked as Assistant Practice Manager in the Planning and Environment team at a leading barristers’ chambers. In September 2025, Noel transitioned into the geospatial sector by joining Rose Tinsley Consulting Ltd. He brings with him strong organisational and administrative expertise, overseeing the day-to-day operations of the consultancy. Alongside this, he also contributes to project delivery, supporting the firm’s technical and client-focused work.
